Will Congress be able to come up with successful tax overhaul plan?

As Congress returns to Washington, the Republicans who control the House and Senate have a big to-do list: tax reform, hurricane relief and a possible resolution to the DACA program.

President Donald Trump is placing tax reform at the top of his agenda, entertaining a bipartisan group of senators at the White House on Tuesday in the hopes of currying favor - and votes. Democrats like Sen. Heidi Heitkamp of North Dakota and Sen. Joe Donnelly of Indiana are some of the major targets as they face re-election efforts next year in states that the President won decisively last November.

But as efforts to reform health care failed, will Trump find a similar result with his own party?
