Stepfather charged with murdering missing Maryland teen

The Hagerstown Police Department says officers responded to the home to investigate after they were flagged down by a citizen to make a welfare check on 17-year-old Melissa Collins.

After obtaining a search warrant, officers located her body concealed within the home.
