New leads emerge in 2022 Silver Spring parking garage murder

SILVER SPRING - More than two years after Charles "Joe" Reynolds was fatally shot in a downtown Silver Spring parking garage, Montgomery County police are asking for the public’s help identifying two men who may have information about the case.

The backstory:
Reynolds, 62, had just finished a family dinner and was returning to his car in the Wayne Avenue Garage on Dec. 21, 2022, when he was shot and killed in a stairwell. Investigators have yet to identify a suspect or motive.
Reynolds’ wife, Karis Hastings, has pleaded for answers, recalling how the joyful night of Christmas shopping and dining turned into a tragedy within minutes. Authorities continue to review surveillance footage but have not found any leads.

On Monday, the Montgomery County Department of Police’s Cold Case Unit released descriptions of two unidentified men seen in or around the garage that night. Detectives believe they may have information that could aid the investigation.
The first man is described as Black, between 50 and 70 years old, with gray facial hair. He was last seen wearing a multicolored hat, a hooded sweatshirt, a dark-colored jacket, dark pants, and black and red sneakers. The second man, also described as Black between 50 and 70 years old, has an amputated leg and was last seen wearing a dark-colored jacket over a black-and-white plaid shirt, jeans, and a black shoe.
The first man was pushing the second in a wheelchair.
Montgomery County Police previously stated that the case remains a top priority, and investigators are urging anyone with information to come forward.
