Man dead, woman faces charges after officer-involved shooting in Mount Airy

One person is dead after an officer-involved shooting involving Howard County Police Officers was reported in Frederick County on Monday.

The Frederick County Sheriff's Office said members of the Howard County Police Department's Repeat Offenders Unit were in Mount Airy for a multi-jurisdictional investigation into a series of ongoing burglaries.

Authorities said the officers spotted a burglary in-progress on Manor Drive and attempted to stop the suspects' vehicle on Penn Shop Road and Route 27 at about noon.

When they attempted to stop the vehicle, they said the suspects rammed their patrol cruiser.

Authorities said the suspects then drove at the three officers who were outside of their patrol vehicle. That's when police said two of the officers opened fire, striking and killing a male suspect.

"At that time the suspect's vehicle rammed one of the Howard County polices' vehicles and then shortly after that same vehicle drove toward three Howard County officers who had exited their vehicle. Two of those officers fired, striking one of the suspects, killing him. The other individual in the van was unharmed," Mjr. Tim Clarke with the Frederick County Sheriff' Office said.

Authorities identified the man killed as 26-year-old Cody Ethan Mitchell. Officials said a female suspect, identified as 28-year-old Shyann Brandi-Dawn Outen, was unharmed in the incident and was taken into custody.

She faces 1st degree burglary and theft charges and is being held without bond. A bond review hearing is expected Tuesday at 1 p.m.

No officers were injured during the shooting, officials stated.

The Frederick County Sheriff's Office was handling the investigation of the officer-involved shooting and the Howard County Police Department said it would also be launching its own internal investigation.

Officials told FOX 5 there was no body camera or dash cam video of the incident.
