Arrest made in deadly Constitution Avenue hit-and-run

DC police have charged a Maryland man with murder in connection with a deadly hit-and-run on Constitution Avenue.

They began investigating on Monday, Sept. 24 when they responded to the 1200 block, where 64-year-old Thomas Hollowell of Arlington, Va. had been struck by what witnesses described as a dark colored sedan.

During the investigation, they discovered that the driver had allegedly sped through a red light, struck the victim on a bicycle, and then continued on his way.

On Friday, police arrested 20-year Phillip Peoples of Suitland on second-degree murder.

Hollowell's death prompted a significant public outcry.

His family told FOX 5 that Hollowell was an avid bicyclist who left behind three children and one grandchild.
