Arctic cold locks snow and ice in place across the DMV

With overnight temperatures dropping into the teens and single digits, school districts across the DMV are calling off classes again. Forecasters say the prolonged cold will keep snow and ice locked onto roads, especially in neighborhoods that still haven’t been plowed.
