12th vote to reopen government delayed following Democratic senator's hours-long filibuster

The Senate voted for the 12th time on Wednesday on a deal to end the government shutdown. It was delayed after Democratic Senator Jeff Merkley held a 22-hour filibuster Tuesday night. The vote failed once again.
