Winchester officials consider closing road after 3-year-old killed

Leaders in Winchester, Va., are looking at permanently closing a popular downtown road to cars after a three-year-old was hit and killed over the weekend. Locals say the city should have taken action years ago. FOX 5's Julie Donaldson has more.
