STAFFORD COUNTY, Va. - The driver charged in a deadly I‑95 bus crash in Stafford County could soon be released from jail. Jing Sheng Dong, 48, of Staten Island, New York, has another bond hearing Friday morning in Stafford County.
The defense faces two hurdles: convincing a district court judge to allow bond and securing a place for Dong to live in Virginia until his trial.

On Wednesday, Dong appeared in circuit court for a bond hearing on three counts of involuntary manslaughter. He has been in custody since the May 29 crash that killed five people and injured more than 40 others.
After an hour‑long hearing, the judge granted a $25,000 bond. Dong must surrender his U.S. and Chinese passports and driver’s licenses and remain on house arrest in Virginia if released. He remains in custody on two additional involuntary manslaughter charges.

His attorney says more developments are expected once prosecutors turn over evidence supporting the charges. Police say Dong failed to slow down for a work zone on southbound I‑95 and slammed into multiple vehicles. Prosecutors also cited prior speeding charges, while the defense argued Dong was not speeding or on his phone and feels deep remorse for the lives lost. The NTSB is also investigating.
The bond hearing is scheduled for 8:30 a.m. Friday, and a trial date is set for October 6.
