D.C. Mayor Muriel Bowser has proposed a new law to tackle the truancy crisis in District schools. The bill, nicknamed "UPLIFT," targets two goals - improving safety from juvenile crime and improving truancy rates. FOX 5's Chief Legal Correspondent Katie Barlow breaks it down.
