A Maryland man is facing charges of animal cruelty after police said he dragged his pet down the street with his vehicle.

Anne Arundel County police said Herbert Sensibaugh is accused of tying his dog, Rebel, a black and white German pointer mix, to the bumper of his pickup truck and dragging the dog more than a quarter of a mile from his home.

Neighbors along Boulevard Place in Linthicum Heights witnessed what was going on Saturday and ran out to confront the dog's owner. They tried to intervene and described the dog as looking extremely scared and not being able to keep up with the truck at times. However, they said Sensibaugh told them to mind their own business.

It's unclear how fast he was driving and police were eventually called.

Police said Sensibaugh admitted to dragging the dog to teach him a lesson for escaping their yard.

The 53-year-old man has been charged with four counts of animal cruelty.

Residents said Sensibaugh has a history of abusing and neglecting the dog.

"I have walked past the house many times and I have seen him on a very short chain, chained up to the front yard and I just thought that was uncalled for," said neighbor Karen Cole. "To me, that was being abusive. Sometimes I didn't see water, so it was abusive - even that."

Rebel was taken to a nearby animal hospital and is expected to be okay.

Sensibaugh is scheduled to appear in court for a bond review on Thursday.
