Democrats push partial DHS funding as workers go unpaid

House Democrats are pushing a controversial plan to fund most of the Department of Homeland Security — including TSA and FEMA — while excluding ICE and border enforcement, as the shutdown stretches into its second month and thousands of workers remain without pay.
