13-year-old charged with armed carjacking, other suspect on the run

The victim of an armed carjacking in Northeast DC is speaking out after he was carjacked by two young suspects at gunpoint. Police have arrested a 13-year-old after they carjackers crashed. One suspect is still on the run.
