D.C. Council clears the way for semi-open primaries

Two years after voters overwhelmingly approved Initiative 83, the D.C. Council has voted to fund its remaining provision, allowing independent voters to participate in party primaries beginning in 2028. On The Final 5, Grow Democracy DC co-founder Lisa Rice tells Jim Lokay it's a major victory for election reform, saying it expands access for roughly 85,000 unaffiliated voters while building on the successful debut of ranked-choice voting in this year's primary.
