OUC leaders address issues with DC's 911 call center

For the first time today, dispatch leaders in D.C. are publicly addressing problems with the 911 call center. The latest round of issues we're talking about here stem from Aug. 2. That's the day the computer dispatch system crashed and at the same time, a five month old baby stopped breathing and died. The child's parents called 911 for help and were put on hold.
