Heartbroken owner pleads for help after French bulldog stolen

Early Sunday morning, Elkin parked his car – with his Frenchie Recardito inside – on 14th Street in Northwest DC. When he returned to where he had parked his car, he discovered it had been stolen, along with Recardito.
