FREDERICK, Md. - A 25-year-old man believed to be high on PCP was arrested after being found naked performing a handstand in the middle of the street, Frederick police said.
According to charging documents, a Frederick police officer driving while on patrol located Lavander Rakheem Disney on East 7th Street nearby North Market Street at around 4 a.m. Wednesday. When Disney was approached by the officer, the Frederick man gestured to the officer and repeatedly kept saying, "Are you ready?"
Disney has been charged with indecent exposure.
