Man arrested for 1996 slaying of 15-year-old Md. girl

A cold case spanning almost two decades is now closed in Frederick County. Police said they have arrested and charged a 52-year-old man with the murder of a teenager who went missing back in 1996.

Stacy Hoffmaster was reported missing on Oct. 2, 1996, after being last seen near her family's home in Frederick. A couple months later, her body was found under a moving blanket in a wooded area adjacent to Interstate 70 and E South Street. She died by strangulation.

For years, her family was left with many questions and few answers.

On Monday, Frederick police announced they arrested Lloyd Harris, who lived in the wooded area where Hoffmaster's body was found.

Police were tight-lipped about what new information surfaced that led them to Harris, but they did say he knew his victim.

“He actually left the Frederick area around 2002 to 2003, but Mr. Harris lived here at the time Stacy Hoffmaster [went] missing,” said Frederick Police Lt. Clark Pennington. “He was in the area of those woods. He lived in the woods at that period of time. He had a knowledge of Stacy and we believe Stacy had a knowledge of him.”

Harris was living in a hotel in Kansas City when he was arrested and is awaiting extradition back to Maryland.

"We spoke with the family [Monday] morning,” said Lt. Pennington. “We sat down with them, we wanted to answer any questions they may have that we were able to answer. We wanted to clear up any misconceptions that may be out there, so we did meet with them. Obviously, they are very excited, but this is an emotional event.”
