80-year-old man remains missing

The Maryland-National Capital Park Police is asking for help to find a an 80-year-old man who remains missing since Thursday.

Lubin Phipps was last seen at around 1:00 pm yesterday, Thursday, September 18, when he was participating in a senior picnic at Watkins Regional Park in Upper Marlboro, Maryland.

He is described as a black male, 5' 6" tall, thin build (142 lbs.), brown eyes, and greyish, slicked backed hair. Phipps, originally from the Virgin Islands, speaks with a heavy accent. Much of what he might say to a stranger will likely reference the Virgin Islands.


Phipps was last seen wearing a beige colored, long-sleeve shirt, tan pants, and sandals
(see accompanying picture, contemporaneously taken before the picnic).


Police say that Phipps is no longer in Watkins Park, and that he likely ventured into the nearby communities of Mitchellville, Bowie, or Upper Marlboro. He does suffer from severe dementia and may appear confused and distressed.
