WASHINGTON - A cat was found dangling from a phone line in Southeast D.C., and the Washington Humane Society is looking for the person responsible.

It happened in the area of the 400 block of Newcomb Street and the 400 block of Mellon Street.
It is believed the crime was committed between the evening of Dec. 8 and the morning of Dec. 9, the Washington Humane Society said.
A $15,000 reward is being offered for information leading to an arrest and conviction.
