2 young girls sexually assaulted in restaurant bathroom by employee

- A registered sex offender convicted of abducting and molesting children is now accused of committing those same crimes again.

Investigators say Luis F. Ore, 20, was arrested Sunday after he allegedly followed two young girls into a bathroom, held them against their will and sexually assaulted them.

It happened around 8 p.m. at the restaurant where Ore was working, Elevation Burger at One Loudoun in Ashburn.

Investigators say both girls are under 13. Following the alleged assault, the older of the two girls came out and told her parents.

Restaurant workers and the sheriff's office were notified and Ore was quickly arrested inside the restaurant.

In 2012, Ore was convicted of two counts of child abduction and two counts of aggravated sexual battery on a minor.

In a statement, a representative for Elevation Burger says the company is "deeply saddened" by the incident. The statement goes on to read: "Elevation Burger is currently investigating the internal processes for which he was hired. Our main focus is actively cooperating in this ongoing criminal investigation."

Ore, who was living in Sterling, now faces two counts of abduction and two counts of sexual assault of a person under the age of 13.

One woman claims Ore harassed her when they were in school together. She says she not only went to school with him but she lives near him in Sterling.  After her encounters with him she says what happened is no surprise.

“In school he was a grade below me and in the hall you'd just see him staring at other people or make eye contact with me and just kind of stare,” the woman, who didn’t want to be identified, said. “Walking home we walk the same way our timing we'd be walking at the same time. Just always feel the eyes burning in the back of your head and it was always really creepy.”

During that same time frame in 2012, Ore who was a minor at the time, was convicted of abducting and assaulting two minors.

“I freaked out when he came back I was like what is he doing here like he shouldn't be living here anymore he should be in jail,” the woman explained.

 “It's tragic that somebody like that would be in a position where they would have access to small children and be able to do what they did,” said Sheriff Michael Chapman with Loudoun County.

Ore's neighbor agrees. She says their Sterling neighborhood is full of kids, and she never wants him here again.

He is being held at the Loudoun County Adult Detention Center on no bond.
