15-year-old girl pepper-sprayed by Hagerstown Police will not face charges; apologizes

A 15-year-old Maryland girl will not face charges stemming from an arrest that ended with police officers handcuffing and pepper-spraying her.

The incident happened September 18 in Hagerstown after her bicycle allegedly hit a car.

The Hagerstown Police Chief says his officers acted properly by handcuffing and pepper-spraying the girl so they could bring her to the police station after she refused to identify herself or her parents.

A lawyer for the girl's family says she wrote to juvenile authorities and apologized for cursing at the officers during the incident.
